U.S. and coalition troops were forced to allow hundreds of Islamic State commanders, fighters and their families to flee the embattled northern Syrian town of Manbij, fearing any attempt to attack the escaping forces would end in massive civilian casualties.
A convoy of a “hundred to a couple of hundred” individuals associated with the Islamic State, also known as ISIS or ISIL, left Manbij Friday shortly after the Syrian Defense Forces, the American-backed paramilitary force battling the Islamic State in the country, wrested the city from the terrorist organization’s control, according to Col. Chris Garver, the top U.S. military spokesman in the region.
American intelligence assets detected the convoy leaving the Syrian city late Friday, but opted not to attack since any strike would result in massive civilian casualties, Col. Garver said Tuesday.

Formed last year at US prodding, the bulk of the SDF is composed of the Syrian Kurdish YPG militia, but also includes Arab, Christian and Turkmen rebel factions that provide the force with greater legitimacy as it advances out of heavily Kurdish populated areas.
As an aside, I would suggest that the SDF is primarily only concerned with clearing a defined and limited territory. From a U.S. perspective, Islamists intent upon promoting terror are a threat WHEREVER they happen to pitch a tent....

The major malfunction with our strategy is Obama. Our rules of engagement our severely limited because our engagement is severely limited. With no boots on the ground, no prisoners are taken, no intelligence us gathered, and the enemy is at best being inconvenienced rather than destroyed. All Obama is doing is moving the enemy around as cover for what his true campaign is -a propaganda campaign that claims he is winning....
