Notice how the speakers are getting off the stage as fast as possible. They know this whole thing is going bad. Half the crowd is booing, the other half sounds unengaged, with only some half-hearted hurrahs.
Contrast this with the unbridled energy throughout the whole RNC!

If you were there you would understand. The microphone they are speaking into is ON STAGE, which is 20-30 feet away from the delegate crowd and there is a barrier around the edge of the stage. The sound of the crowd you HEAR in the video is what is being picked up by that microphone, so it is really, really subdued.
The speakers are yelling because if they don't, no one in the convention center will hear them.
