In this clip starting at 2:20 the witness describes the gunman shouting "Allahu Akhbar" and says she is sure of that because she is Muslim.

When they get one they quit looking because they really don't want to find more than one. Two is a plot. Three is an organization. Those things are contranarrative and must not be. One crazy guy is all they can accept. If they catch or kill more then people start to think it is a Moslem thing, instead of the preferred Crazy Right Wing thing. One gunman can be chalked up to right wing provocation. An organization makes that less believable.
