Easy answer to all this. Cops should just leave the blacks alone. Whenever, whatever, if the perp is black just don’t bother them. The resulting chaos would largely be confined to black areas and in 6 months the ferals would be dead. Problem solved.

Brian Williams use of the word appointed is interesting. The press for many years has believed it to be there job to tell the American people who they are supposed to vote into office.

They don't have the capacity to challenge their own beliefs, and to revise their views based on facts. The facts, IMHO, include:
1. The world is a complex place, and attempting to analyze it without living in it is not ever going to be as fruitful as living and growing in the real world. As such, believing that you have a superior and more knowledgeable world view because it was formulated at a university is no more credible than thinking that you can become a world-class soccer star by playing FIFA 16 (or I guess 17 now).
2. No race, color, or creed owns righteousness, nor do any of them own the bad things about human behavior. People are people, and there is no lack of jerks (and obviously worse) in the world. They come in all colors, shapes, and sizes.
3. Despite number 2, there are clearly at any given time in history people from different segments of the world who are more dangerous and cause more harm than others. To ignore this is equally destructive as thinking that number 2 isn't true. Stalin-type communists/socialists, Nazis, and now radical Islamists are some that come to mind.
4. The problems of the inner city, and the issues facing the black community are also very complex, and to solve them will require an honest and open assessment of all things contributing (e.g. gangs, breakdown of family, loss of self-esteem and lack of belief in self-determinism, loss of respect for life in some segments, lingering affects and resentments because of prejudices that the black community suffered - but has actually proudly overcome and that doesn't exist anymore at the levels Al Sharpton and Jesse Jackson would have you believe, and the fact that globalism as a ‘progressive’ concept has hurt blacks and those of all races who are trying to climb the ladder in America.). There are a ton of other contributors, but they won't be fixed by ramping up resentment and pointing fingers - and less than thoughtful ideologues in the media whose world view was shaped in a sociology class long ago in a galaxy far away aren't helping things by spouting the same uninformed inaccuracies.
