Everybody says that each election. The problem is that Philly simply digs out enough 'votes' to take the state. The level of vote fraud is huge. Philly has precincts that vote 100% Dem with 115% turnout, where the Rep poll monitors are physically removed from the polling places, and of course the Philly judges ignore it.
