I honestly believe this whole race relations mess can not be solved by government or groups.
It can only be solved on the individual level. I would announce the end of white guilt and the hope that each and every black would stop leaning on past grievances to give them validation. Once the jobs start coming back and blacks who wish to work and make something of themselves can start to do that, they can leave the past behind.
The one thing the government can do is provide blacks with decent education. Structure, discipline, and even some Godly moral teaching is what they need. Good schools and teachers dedicated to teaching blacks how to grow into hard-working, highly moral people is what will bring them into prosperity and good living.
Teach them to NOT HAVE BABIES until they are married and can raise and support them!

You know what would be funny? If some very creative person would come up with a mock-Dem Convention Speaker schedule...something to the effect of:
1pm “Early Morning” start!
First speaker: Basic Principles of Untruths: How to form the Lie Habit
2nd speaker: Advanced Principles of Lying: How to Push the Envelope and tell Really Big Whoppers without consequence
3rd speaker: Pressure Techniques: This is not your father’s accupressure session. Listeners will learn how to “apply pressure” skillfully and with desired results. The Comey and Roberts model will be explored.
