Can someone explain to this ol’ granny just what the “dark web” is?

The dark web is a hidden collection of web sites built on the same network as what you call "the internet" but none of the sites are listed in the usual search engines like Google and Bing. It is usually accessed by private links (encrypted VPNs) because the main reason to go there is to access things the authorities do not want you to access (most but not all of those things are illegal.) One of the LEGAL things you can do on the dark web is talk to other people without NSA watching and cataloging everything you say.

DO NOT try to go there from your home internet connection or any other connection that can be traced back to you. TOR (The Onion Router) is no longer capable of shielding you from being identified. Public WiFi or some other deceptive means of accessing the dark web is the only way to keep your identification private and even then you better know what you're doing if you intend to remain under the radar. The dark web is not somewhere for grannies to go.

I don’t know enacted legislation for the jurisdiction, but...

There is a fundamental principle called “doctrine of competing harms” to wit:
If obeying a law causes greater harm than disobeying it, then you may disobey it.

Example: if someone needs immediate hospitalization to prevent grave harm, and someone is blocking traffic for no similarly good reason, you may drive thru them to reach the hospital in time.

You just d@mn well better have good verifiable objective reason when you do.

I would imagine in todays climate you would be prosecuted for murder if you did harm someone by driving through - even if you were carrying a child to the hospital - thanks for the info

I have no interest in going there, as there is nothing there that would remotely interest me.

One thought that fleets through my old grey head is that the existence of this might endanger irregular internet, in that the.gov could use it as an excuse to shut us off from all but .gov permitted sites!

I don't think they'll need to cut us off from all but govt approved sites anytime soon Jacque. We as a culture seem to be doing that pretty well already all by ourselves by congregating at a relatively few sites that they already control (Facebook, Reddit, etc.) but if the time arrives, and I think it will, that they feel the need to shut down the sites like Free Republic where freedom loving people meet it's nice to know that there will be a way for us to communicate that is beyond their control.

The day is going to come when it will be a crime to get on the net without a govt approved password or maybe a chip embedded in your hand or forehead. You'll probably need that chip to work or purchase anything too (I read that in a book somewhere years ago.)

I looked up the address on a map, not a part of town I like to go to in the daytime, and never at night. Not sure who answers 911 there, but it is considered “Atlanta” and is in easy walking distance to the 75/85 connector and the state Capitol.
