Following the tragic attack on Dallas police officers late last week, CBS anchor Scott Pelley took it upon himself on Monday to pressure Vice President Joe Biden for the Obama administration ban so-called ‘armor piercing rounds.” “Late today we asked Joe Biden about the ready availability of armor-piercing bullets,” he stated on CBS Evening News, “Dallas' mayor has blamed them for penetrating his officers' vests.”
Pelley seemed to go after Biden right out of the gate, “Why hasn't your administration restricted the sale of armor-piercing rounds through the Bureau of Alcohol, Tobacco, Firearms & Explosives?” The vice president responded by saying he and Pat Moynihan tried to ban them in the past. But he blamed the bill’s failure on Congressional Republicans and the evil gun lobby.

Most of the “flak jackets” are mostly for concussion and shrapnel. Some small arms. To be bullet proof you need a minimum of Level III or IV ceramic or ballistic steel plates (too heavy to wear) that fit into pockets in the vest.
Your vest can be “bullet proof”, but the energy from the bullet is still going to be displaced into its target.

Not familiar with that round, had mine in .30-06, all stolen now along with pretty much everything I had put back for troubles to come. Lost my M1 also. Didn’t get everything though.
Maybe a low power round like from an AR-15, but not a full power round, if he was using an actual sniper rifle. I’m not sure what gun the guy in Dallas was using though, I’ve seen conflicting reports.
Military body armor has plates in it so that the whole plate absorbs the impact of the bullet. They are supposed to be able to stop any caliber up to .30-06 AP.
