Mr. Castile never applied for a permit to carry with our office.
Therefore we did not issue his permit.

Something was fishy about this, but I couldn’t quite put my finger on it. That’s it.
It’s not a guarantee that he didn’t have a CCW, but based on what we know, I’d put the odds below .001%.

Not so sure she lied about the taillight. I’ve seen the transcript of the officer’s conversation with the controller. I know that he told the control that he was stopping because of a resemblance to the BOLO.
Now, consider this. Would you walk up to a car and tell the occupant that you stopped him because you think he might be an armed robbery suspect or would you tell him you stopped him for a burned out taillight? Which would be the safer option for the policeman?
I don’t know what the cop told the car’s occupants but I can see why he might tell him it was a taillight.

He had a fraudulent permit.
Permit or not, he had the Second Amendment.

Yep. And if he didn’t notify the Ramsey County Sheriff and get a change of address within 30 days of moving to Ramsey County, his Hennepin County issued permit would have been null and void.

Even if he moved within Hennepin County, he would have had to file a change of address with Hennepin County within 30 days, as well.
