I think it is time that we separated the functions of criminal policing and regulation of our roadways.
There is no need to have an armed officer stop a car because of a broken taillight. We have in some communities "red light cameras" and automatic issuing of citations. There is no reason that officers making note of a taillight out cannot make use of the same type of mechanism.
Without probable cause that a real crime has been committed, people should be able to go on their way without intrusion.

On the evening of May 4, 1886, some 2,000 union workers and anarchists gathered near Chicago’s Haymarket Square to protest police violence and rally for an eight-hour workday. When city police arrived to disperse the crowd, someone heaved a homemade bomb into their ranks, causing an explosion and a bloody riot that left seven officers and at least four civilians dead. While the identity of the bomber was never revealed, the tragedy triggered an early “red scare” that saw eight radical labor leaders arrested and convicted of murder in one of the most controversial trials of the 19th century.
