The problem of course is that, once set in motion, nuclear proliferation is hard to stop and brings in its wake a widened risk of nuclear war and nuclear terrorism. My guess is that Japan and South Korea were privately told that US policy has not changed and the now public warning to China is less part of a coherent strategy than a flailing about by the outgoing Obama administration hoping that something will work to induce China to bring the NorKs to heel — or to at least secure a deferral of the problem to the next administration.

Indeed. One conventional attack against Trump is that he "wants Japan to have nukes." That misreprents Trump's position, which is that Japan should pay for the defense service provided by the US, and that if it doesn't pay a fair amount, it will have to defend itself. Defending itself may include building nukes.
And now here comes Biden, saying that Japan may have to build nukes to defend itself.

Japan at this point would be crazy not to go nuclear.
I don’t like the idea, but with China acting the party of an impudent child in the South China sea and elsewhere, Japan has to realize it’s only a matter of time before China starts making demands it won’t agree to.
This old world could be such a great positive place if nations would quit trying to be masters of the Universe.
China has been graced with the gifts from the West, and all it can think to do with them is become belligerent and instigate conflict.
China needs a few years with it’s nose in the corner, dunce hat on top.

People are still believing this? No chance in hell Hillary is indicted before being elected POSPOTUS. Her indictment hangs over her head like the Sword of Damocles and the person with his hand near the horsehair is the head of the Democrat Party; one word from him and Lynch (who probably has the papers in a file ready to print) attacks.
Don't know if Biden's the understudy, but the DemocRATs will be able to line up someone.
For anyone who thinks it's too late in the game for DemocRATs, I have two words: Bob Torricelli.
