The Defense Department has been reviewing the policy for nearly a year
Nearly a year ago, Secretary of Defense Ash Carter said the U.S. military’s ban on the open service of transgender troops was “outdated” and promised the policy would be reviewed. Advocacy groups had grown impatient in the early months of this year, but a report late Friday indicates their wait is almost over.
USA Today, citing an unnamed Department of Defense official, reports the ban will end on July 1 and that Pentagon officials are gathering to finalize the details in the coming days. Individual branches of the armed services would have a year to implement new policies. A study commissioned by the Department of Defense and conducted by the RAND Corporation found that there “would be few hurdles to allowing transgender people to serve openly,” the New York Times recently reported.
Estimates of how many active duty military members identify as transgender are wide-ranging educated guesses, given that this is not information that the federal government collects. The RAND study estimated that only about 2,500 of the 1.2 million active duty members are transgender, while a study by UCLA’s Williams Institute estimated the number to be 15,500, in addition to 134,300 veterans.
Advocacy groups reacted to the news on Friday with approval. “This final remnant of Don’t Ask, Don’t Tell will now be put to rest. This decision is a great victory for the many trans people who have served and sacrificed in the military over the years,” the National LGBTQ Task Force’s Victoria Rodríguez-Roldán said in a statement. “They also served in fear of being discharged from the service for simply being who they are. Thankfully this now will change.”

The whole idea behind dropping the ban on homosexual behavior was homosexual behavior was private and did not require any changes to how the military operated. In reality, close quarters and use of common hygiene facilities by one party who is sexually attracted to another is not an issue of private behavior, but this was viewed as manageable via military good order and discipline backed up by the UCMJ.
Transgender is a totally different issue because it does go specifically to rules affecting public behavior. For example, what uniform does one wear? What common hygiene facility does one use? And of course, what about gender sex specific requirements such as physical fitness standards, body fat maximums, etc.?
And who acts as an observer for an observed urinalysis drug test?
Gawd, how I wish we could focus on real issues.
And if history is accurately reported, they'll say that that's precisely what Obama intended.

I started posting here around 2 years ago that Obama was going to bring his “scortched earth” policy during his last 6 months in office. It has already begun.
As a man who commanded a company of Montagnards in combat with the help of great SF NCO’s and another company in Korea of regular army infantry troops, I can flat out state this will get people killed. The CO,1SGT,platoon leaders, squad leaders and all down to your lowest ranking EM have enough to worry about,with the continuous training in squad and platoon tactics, mortars, map reading, navigation, commo,adjusting arty fire plus so much more that you damn sure do not have time for this. There is so much going on in a rifle company no one needs more bull s-—t.
It is not really an Army anymore. Sad.
