Heard a talking head on Fox talking about Trump and Ryan trying to come to terms over the Ryan/McConnell legislative agenda.
Does anyone have a list of the legislative goals of the Ryan/McConnell legislative agenda?
Even if the Trump program as to rates and simplification were adopted, there would still be room for many favors in the transition rules and enabling legislature; and the budget likewise contains many secret deals as to spending. In both instances, the details are so complex that outsiders have a hard time researching and understanding what the deal is and just who benefits, and Congress tends to package the smelly stuff with must pass legislation and giving Presidents little choice.

If there is no budget that has been passed, the stimulus bill of 2009 is implemented each year. How big was the stimulus?

My point is that there is no audit trail of funds spent, as there is with a regular budget passed.
What has been passed is a mammoth bucket of money, distributed at will, and without accountability.
Congress holds no audit hearings now, IIRC.
Pretty sure that Trump will set the agenda, not McConnell. McConnell can be maneuvered out.

Not a Trump fan but *really* not a GOPe fan. The sweet sweet flopsweat...
There are several levels of accounting for funds spent, but they vary according to the program and categories of spending. The telling point is that there is a lack of comprehensive budgetary discipline because there is not a single, unified budget that is deliberated upon and adopted by Congress. That weakens the weighing of means and priorities that is at the heart of proper management of finances.

McConnell's agenda is no more ideological than Trump's, preserve and expand his power. They'll understand each other very well which is the root of great negotiations.
