ALBANY — The head investigator for the state Board of Elections probed the 2014 fundraising efforts by Mayor de Blasio and his team on behalf of the Senate Democrats and found enough “willful and flagrant” violations to warrant a criminal referral to the Manhattan DA’s office.

The Daily News obtained a bombshell memo state Board of Elections Chief Enforcement Officer Risa Sugarman sent to the board’s four commissioners on Jan. 4 recommending the referral.

“I have determined that reasonable cause exists to believe a violation warranting criminal prosecution has taken place,” Sugarman wrote. “The violations discovered by this investigation can only be described as willful and flagrant.”

Earlier news reports say Police Commissioner Bratton cautioned DeBlob not to bring his wife to the crucial meeting held to redress grievances of five cop unions Blobbio had slandered.

The two met while both worked for the Dinkins campaign. She says she had a nose ring and wore African garb when he spotted her and was completely smitten. She never told him she was a lesbian. And later said after their marriage she was still attracted to women. During the mayoral campaign, she was asked about her lesbian lifestyle----she retorted she "didn't understand the question." The Blobbio's honeymooned in Communist Cuba and picked coffee beans w/ Sandinistas (then America's arch-enemies).

The New York Post ran a cartoon depicting the couple in bed, McCray on the phone telling someone, "I used to be a lesbian, but my husband, Bill de Blasio, won me over," while her husband lay beside her clad in sexy lingerie.

Willhelm isn’t well liked in this town, so there might be. We’re fortunate to have a pretty popular conservative tabloid that can grab hold of things like these and keep them in front of people, even Times readers. So ... maybe.

It’s mostly at this stage because Willhelm keeps pushing at Cuomo and Cuomo doesn’t like it.

Maybe both are vying for the title of presumptive front runner after Hillary has run her course?
