You can "circulate" rumors. You can "circulate" petitions. You can "circulate" lots of things. But you can NOT "circulate" resolutions within the Colorado Caucus System's process for submitting resolutions.
Colorado's Resolution process (I don't know about other Caucus States) has three stages:
But his statement that, A) He had attended his Precinct Caucus on March 1, and then B) He now had in his hands a resolution he planned to "circulate" is of absolutely no importance, because the means that are open to him to circulate his ideas are no more and no less than the means open to you or I to "circulate" our own ideas.
Once Caucus night was over, the fate of that resolution was entirely out of his hands, except possibly the right to vote it up or down at the County Assembly. But I *seriously* doubt his County's Resolutions Committee would have included such a nasty off-the-wall resolution in the list they presented to the County Delegates. If his County's anything like mine, partisans of *all* the Presidential candidates would have been incensed and quite vocal about the idiots on the Resolutions Committee insulting our intelligence.

It wasn't the Colo GOP's Social Media posts, but rather was the MSM's *headlines* - which of course have strict limits on numbers of words - who chose the shorthand word "hacked" - of which just one of its many meanings can be, "account hijacked and completely controlled by another, so that true owner has no access to it".
But in reality, the Colorado GOP never used that word when they deleted the tweet, but instead said in full: The last tweet was the result of unauthorized access to our account and in no way represents the opinion of the party. We are investigating.
"Unauthorized Access" is completely consistent with the more likely explanation of: "Juvenile prank by someone standing in the temporary HQ room used by the Colo State GOP, who saw the Communications Director's laptop open and unmanned for a minute and quickly posted that comment to Social Media". But of course the "LIED ABOUT BEING HACKED" does a much better job of supporting "The Narrative," eh?
They are still yet unable to point to one single verifiable claim that "COLORADO CHEATED!!"

Oops! Sorry I earlier missed out on yet another snippet from you that shows your misunderstanding of Colorado's Caucus system. (No, no! No need to thank me).
No party officials run caucuses. Where the heck did you get that? Every one of them is run by a VOLUNTEER living in that neighborhood who is the Precinct Committee Person for that neighborhood.
The only exceptions I've seen are:
I've seen times when a small group of people who were all friends were almost the only ones who showed up, and the leader of that group wanted to lead the meeting and won the vote. In that case, the current PCP (PCP terms are 2 years long, extending from caucus night to caucus night), is morally obligated to help the newbie meeting leader to quickly come up to speed. In fact, our Caucus Meeting packets in my county always include a "Quick Start Guide" specifically for newbie meeting leaders.
This entire process is democratic to its core.
Which is why the establishment have tried repeatedly year after year to replace the caucus with a primary, as it dilutes the High Information Voters - the grassroots activists, with larger numbers of Low Information Voters who only start paying attention to the race a few days before the mail-in ballots are due, and who are much more likely to make their decisions based on who bought the most air time and stuffed the most mailings in their box.
