Has anybody figured that out yet? What was he saying or trying to say??
Cruz is basically a Hispanic Steve Urkel and doesn't know how to insult people or do anything right for that matter.
My take is that he instinctively substituted "copulate with" for the "F"-bomb there, using the meaning of "mess with." With that substitution, he sees Trump as a rat, but he isn't going to "mess with" Trump, the way that (he claims) Trump is messing with Cruz and Cruz's family.

It's a reference to a famous vulgar term for using dirty tricks against DemocRATS (hence the "rats" part of the phrase) that RNC operative Donald Segretti used during the Watergate era; Cruz was referencing it to allege similar dirty tricks by former Trump advisor Roger Stone, whom he asserted was involved in promoting the National Enquirer story. (Since Cruz claimed this, more information has surfaced pointing towards Rubio shopping the information months ago, but that is what Cruz's reference meant, anyway.)
He was saying “I’m not going to f@ck with him,” without sayin the F word.
One would think that he’d have said something like “I’m not going to screw with him,” or the like.....but this copulate choice was a poor one. Just awkward in my view.
Sounds to me like he was trying to call Trump a "rat-fuXXer"
