The Constitution not only assigns to the president the task of making nominations to the Supreme Court, setting off Senate review that may or may not result in approval, but it also gives the Chief Executive the opportunity to fill a vacancy on the Court temporarily, bypassing the Senate initially, if a nominee languishes in the Senate without final action.

The Senate wouldn’t go into recess when Bush was President. I think it’s only fair to do the same now that Obama is President.

Schumer was asked today did he have someone in mind and he immediately said “No”. I guess that’s as far as he thinks his advice should go.
The way I read the constitution the senate should suggest some possible appointees, ergo give the president some advice, then the president selects one and a majority of the senate must approve him or her.

This is how the Republican will allow an appointment.
If the SCOTUS term end in June, any recess appointment would only be good until then, or is it the Congressional term? Would any new justice rule on an ongoing case if oral arguments have already been heard and not having the benefit of arguments?
The Senate is currently in recess until February 22. The recess began on Friday. Whether this opens an opportunity for a recess appointment depends upon how Senate leaders interpret an adjournment resolution approved last Friday. That will determine whether it will meet for brief activity during the recess, which could close that opportunity.

The senate met for 18 minutes on friday 02/12/2016.
The repubs got smart after Reid used this tactic when they were in power for the bush years beginning 2007.
Term.....Next congressional term begins 01-3-2017
So they are not technically in recess?
Those czars have been working 24/7 for the past 7 years finding every in, out and punctuation mark in ways to undermine and destroy our country.
They will find a way.
