It is used in retail environments to tailor electronic messages (similar to google ads) when a mobile phone user gets within range of a transmitting device.

This quote is unsourced:

Applied Memetics IP address also runs on same server as Hungarian NGO business type of company that just happens to have Soros and other shady characters on the board of members. There is also a national security provider tied to US gov that uses same telephone number as applied memetics.

The name of this NGO is not found in any of the links supplied, and the registrant for Applied Memetics is godaddy - which likely means there are a bunch of websites running on the same server.

Provide sources and facts, or stop posting nonsense.

It’s creepy. But more concerning is the scientific and surveillance state BS they love to use to channel people.
Would be nice if they ever used that t o see what we want and then to give it to us.

I always wondered why Ted admitted this in 2013:

Cruz does go on to say he does not agree with Obama administration policy.
