Obama Moves to Expand Rules Aimed at Closing Gender Pay Gap

WASHINGTON -- The Obama administration will move on Friday to require companies to report to the federal government what they pay employees by race, gender and ethnicity, part of a push by President Obama to crack down on firms that pay women less for doing the same work as men.

The new rules, Mr. Obama's latest bid to use his executive power to address a priority of his that Congress has resisted acting on, would mandate that companies with 100 employees or more include salary information on a form they already submit annually that reports employees' sex, age and job groups.

"Too often, pay discrimination goes undetected because of a lack of accurate information about what people are paid," said Jenny Yang, the chairwoman of the Equal Employment Opportunity Commission, which will publish the proposed regulation jointly with the Department of Labor. "We will be using the information that we're collecting as one piece of information that can inform our investigations."

The requirement would expand on an executive order Mr. Obama issued nearly two years ago that called for federal contractors to submit salary information for women and men. Ms. Yang said the rules would be completed in September, with the first reports due a year later.

"Bridging the stubborn pay gap between men and women in the work force has proven to be very challenging," said Valerie Jarrett, a senior adviser to Mr. Obama, noting that the median wage for women amounts to 79 percent of that for men. "We have seen progress, but it isn't enough."

White House officials said that the requirement was intended to bolster the government's ability to penalize companies that engage in discriminatory pay practices and to encourage businesses to police themselves better and correct such disparities.

As an outsider, I have observed that unions have nearly ruined the SUNY system in New York, where merit pay is a small component of the annual pay increase. It is a classic example of self-selection, where the most productive experienced people leave SUNY for other universities which reward merit, and the most promising newcomers don’t take jobs there in the first place.

This will be undone in a few short months. Sadly, it will cause businesses to spend more administrative dollars for the reporting..but hang in there!

The evil idiot wants to shame companies into equalizing pay by sex and race, regardless of the skill levels of the jobs.

Government agencies and the laundry list of the "You and not Me" crowd will be excluded from this.

Also, who wants to do an excellent job when across the room in his/her cubicle or down the hall in their nice school classroom is "Betty/Bill Do Little" that does nothing all day, hates his/her job, misses work, comes in late and gets paid the exact same as you do?

No one.

I wonder how they are going to handle categorizing all of those transgender types? If a man who thinks he is a woman, will he be in the male or female statistics? Will they require separate categories for homosexuals and those who are confused about their gender?

Unions sound good to the non-deep thinker ("let's all join together, the man can't screw all of us!") and at one time they were probably needed when industry growth outpaced safety and large firms abused their asymmetrical power. Like 100 years ago or more. Before labor laws.

But given the laws on the books now regarding standard work weeks, worker safety, non-discrimination etc the unions are down to bartering for the right to guaranteed, predictable pay and benefits based solely on seniority. Some rational thought will instantly reveal that unions are set up to protect and, indeed, advance the worst workers while supressing and limiting the best. Mediocrity codified and celebrated.

One of my kids works in a non-union hospital. She enjoys it because they are very flexible with her schedule, which has allowed her to pursue further education.

The Purple People Beaters are putting on a full-court press to organize the place. I told her the very LAST thing she wants is a union, because the day that happens the only factor that can be taken into account for scheduling is seniority. Her days of going to class on the side will be over.

Obama, and all the others pushing this crap, know that this will not make any difference to their loved “pay gap” issue. They know that the claim is based solely on the total income of all women divided by the total number of working women being less than the same formula for men. In other words, they are comparing educators to engineers, nurses to doctors, oil riggers to waitresses, and on and on.

Workforce compensation is generally skewed towards higher pay for higher value of service, or more dangerous work. Many women CHOOSE to forego many of these types of careers in order to have more emotional connection to their vocations. Then we must also account for the women that choose to drop out of the workforce for significant periods of time to raise their children (which I applaud!)

People make life choices and as a result you will never have exactly equal OUTCOMES.

Now, what we also find is that when you actually compare men to women pay in the same field, with the same job and the same experience, women are actually being paid more than men. I suspect that this is due to a combination of factors, like the HR liberal loons are overcompensating to make up for the “pay gap” discussed here and the market demanding the talents of women in more creative fields.

Naturally, I don’t KNOW the cause of the compensation shifts, and frankly I don’t care. However, if Obama is going to demand “equal pay for equal work” I have to ask him, are we going to cut the wages of women, or force raises for men? Of course this is irrelevant to the left. Marxism demands “equality of outcome” and this data gathering is simply a tool to dictate wages to all employees.
