I’ve seen the same sort of scam with cans tied to the tail pipe. A person’s reaction, when they hear the rattle is to get out to check. The thief then gets in the car and drives away with whatever you have placed in the car.
The only solution is to keep driving until well away, then check.
Doesn’t pass the smell test. You don’t have to wait to see if someone gets out of their car after shopping because they are already out of the car FROM SHOPPING.

Why not remove that bill immediately before getting into the car? I don't understand why someone would drive, then stop and remove it. Is this what people do when they get a parking ticket?

Once I was parked in front of Goldblatts store on SE side of Chicago, waiting for my wife to come out of the store. A male Hispanic rapped on my side window, I lowered the window 2 inches to hear him, and he asked if I had lost my drivers license. I guess he expected me to pull wallet out of my pockets to check.
But little did he know I grew up in the city of pick pockets and purse snatchers, Mumbai, India. I told him I do not have a drivers license, I am a foreign student and do not need a license. I closed my car window, and away he went.
A new year a new scam. Its never ending.
I'm throwing the BS flag on this. The same person must write all of the scam and robbery warnings on garbage e-mails that your well-meaning grandparents send you because they all read the same, including this one. If a criminal wants to rob you in a parking lot, he/she is not going to be this sophisticated. Buying a printer and paper to print this stuff takes away from their crack/meth/heroin money.
You would think someone else would steal the fake $100 bill before the targeted victim got back to their car.

Car drivers in South Africa are being offered a new method of preventing hijacking.
The BBC's Jeremy Vine witnesses a demonstration of the "blaster" A blaster, flame-thrower operated by a foot pedal inside the car, blasts a jet of fire at a would-be hijacker.
A person confronted by an armed hijacker simply presses a pedal and the "blaster" ignites gas that shoots from the under-side of the car.

They can also put an empty can of coke or something on your back tire inside your wheel well where you cannot see it; when you back up, it falls with a sound. You hear it, get out...
