Okay, now I know more... Answering my own questions here: According to one news report, he had an "IEP" (Individualized Education Program). Doesn't that mean he had a learning disability?
He attended a school for "at-risk" students. If that means he was mentally disabled, then this is really sad.
Whatever the case, the shooting might be considered justifiable up until he was down on the ground. But, once he was down...

Cop is charged with FIRST DEGREE murder, and still BLM is protesting for some reason. Kinda like all the complaints about when that Black fellow was dragged to death in Texas many years ago, Byrd I think his name was. The perps were sentenced to death other than one who got life without parole and yet still people attacked Bush cause he was against “hate crimes” legislation, like WTF, perps got the maximum punishment. “It was like my father was being dragged to death all over again (when Bush opposed the legislation)” said a family member after being paid by the DNC.
Back on topic, Jesse Jagoff wants the other cops on the scene “dealt with” I guess cause they didn’t shoot their fellow officer to stop him in the few seconds they had to react.
Instead of being “angry” I wish young people would take the hint that you shouldn’t take drugs, steal car radios, and wave knives around in public cause yo *ss might get shot by a jittery cop put off by your dead eyed PCP zombie stare.
Rahm looks like a court jester right now as does his police commissioner, 5 million in tax payer dollars paid to the family so they wouldn’t gripe, at least they kept up their end. I’m glad the video was released though, the public has a right to know.

First degree would indicate planning and premeditation. That’s going to be very difficult to prove (indeed, virtually impossible unless said cop was explicitly looking to kill the specific guy).
Yup. He'd be going to jail. No question about it. Anyone who thinks otherwise is living in a dream world.

Only difference is 2nd has mitigating circumstance ie sudden passion or (unreasonable) belief that the killing was justified
They have to prove intent to kill for either or “Knows that the acts create a strong probability of causing death or great bodily harm to the individual”, busting a whole lot of caps probably qualifies.

Looks like they have a case for 2nd degree, charging 1st is a reach, I don’t know how one could say they’re weren’t mitigating circumstances.
Looks like only 3 are to the back, 1 each arm and abdomen. If 1 & 2 were first fired they were fatal. Everything else would be irrelevant.
Premeditation can be formed in the twinkling of an eye.
I believe they based this charge on the several second pause between shots.
By that reckoning, you could charge almost every police officer involved in a shooting with first degree murder. Of course, that’s precisely what BLM wants.
Many LEOs and citizens do not know how many shots they fired in a deadly force situation. They fire unntil dry.
It's not reasonable to interpert action and assign mottive without hearing the officer's account.
If the shots are numbered in sequence in the coroner's report shots 1 & 2 would have been fatal and all others irrelevant.
Think about it. You have a veteran cop. He knows that there are multiple witnesses, cops and citizens, probably multiple videos.
Do you honestly believe that he would put his freedom, family, pension and everything he owns on the line to murder someone out of the blue?
I guess maybe if he is a complete psychopath but I'd rather review the totality of the evidence before making judgement.

Just because some loser is stumbling around high that doesn't mean that you should shoot him till he falls to the ground, then you shoot his helpless body on the ground a bunch of times to be safe.

I didn’t see the video. Nose to nose on PCP can be cause to feel threatened. That is all I said. Something different is something different. Why?

The deceased was a good 20 feet away from the officer and walking away from him. Where was the threat to anyone's safety that justified the use of deadly force?

Seems like a good “initial” shoot. Wanted person, possibly high on drugs, brandishing a knife on a public street, ignoring lawful police orders. Certainly a threat to the public and police. Should they let him continue to wander around, possibly stabbing or carjacking a citizen? But, once he’s down, you can’t execute the guy. And it sounds like this cop has some past issues with excessive force. Not good. We don’t need guys like that on police forces.
