In a 60 Minutes interview scheduled to air November 22, Washington DC police chief Cathy Lanier said taking out the gunmen in a Paris-style attack is the “best option” for citizens between the time they call 911 and the moment police arrive.

Why yes - that's why delta force goes in with cell phones, bouquets of flowers and stuffed teddy bears to rescue hostages. Cops don't charge in because they're too worried about getting hurt. The police are there to keep the citizens in line ie to shoot you and shoot your dog if you are considered a bitter clinger or some such, not to take on dangerous terrorists.
