Why yes - that's why delta force goes in with cell phones, bouquets of flowers and stuffed teddy bears to rescue hostages. Cops don't charge in because they're too worried about getting hurt. The police are there to keep the citizens in line ie to shoot you and shoot your dog if you are considered a bitter clinger or some such, not to take on dangerous terrorists.
And shoot your children like happened in LA.
You obviously do not know any police officers and prefer to rely on conspiracy not facts of any sort and believe what you want to believe.
