Well, it is certainly not international warfare, as ISIS is not a recognized nation, and therefor unable to be a signatory to anything.
If Russia is a signatory, Syrians or Iranians could pop the Willy Pete for them. If they have both signed, Hizbullah, or that crazy kid who has been hanging around might pull the cord on their own initiative.
That's only if the information source doesn't care about "collateral damage" in the village where their family lives.

Inter National = Between Nations
Intra National = Inside a Nation (Civil War)
ISIS is not legally recognized as a nation.
I just mention this as a technical, legal interpretation of the treaty. Yes it is a proxy war for many nations, but ISIS does qualify as a nation for treaty purposes, just as al Queda does not qualify as lawful combatants under the Geneva Convention.

Syria and Iran are not parties to the treaty at all. Russia is.
White phosphorous was a huge issue when used against guerrillas in El Salvador in the 80s, IIRC.
The Geneva Conventions’ intent is to protect civilians, and mainly apply to conventional warfare, involving nations’ opposing armies.
But guerillas fight within and against their own nations. They don’t play by any conventional rules, increasingly employ depraved terrorist tactics, and hide among civilians in order to intentionally cause civilian casualties.
Such tactics essentially render the Geneva Conventions moot.
