The answer is pretty clear from the text of the first teo amendments. Compare the first: “Congress shall make no law ... “ with the second: “...the right of the people to keep and bear Arms, shall not be infringed.” There was is no limitation in the second on who shall not infringe. It is a blanket prohibition on all branches and levels of government.
