White House dismisses GOP, says Iran deal in effect next week

The White House insisted on Thursday that Congress has just one week to thwart the agreement between Iran and six world powers to curb its nuclear program under the timetable Congress established for reviewing the deal, despite new GOP arguments that the 60-day clock it has for reviewing the deal should never have started.

If Republican lawmakers are unable to secure a veto-proof majority rejecting the deal by then, the "international community" will begin implementing the accord, White House spokesman Josh Earnest said on Thursday.

"[T]hey essentially had 60 days to play the spoiler," Earnest said about Republicans who want to jettison the deal that China, France, Germany, Great Britain, Russia and the United States negotiated with Iran to stunt Tehran's nuclear weapons program.

Under the Iran Nuclear Agreement Review Act passed in May, Congress had 60 days to weigh the contract and its annexes. But now that enough Senate Democrats support implementing the treaty to prevent Republicans from blocking it, House Republicans are considering suing the Obama administration to prevent the agreement from taking effect.

"[I]t's not a coincidence, that — what we've taken to the calling the 'Tortilla Coast' gambit — is something that emerged just hours after it became clear that this resolution of disapproval would not move through the United States Senate," Earnest said. He was picking up on his colleague Eric Schultz's description Wednesday that GOP lawmakers "hatched" the idea of a lawsuit over drinks at a well-known restaurant near the House office buildings.

"Now the House, again because of this plan, this gambit, has decided to abandon that approach and to consider three other pieces of legislation that the Senate has made pretty clear they're not going to consider," Earnest said about Speaker John Boehner's decision to first have his colleagues vote on a sure-to-fail resolution approving of the nuclear deal.

"[T]his obviously is not the first time we've seen Republicans who are unsuccessful in trying to prevent the president from doing something using their official duties as a member of Congress resort in desperation to a piece of litigation," Earnest said about the proposed lawsuit.

Earnest stressed that although the United Nations can begin following through with the agreement on Sept. 17, Tehran does not get relief from punishing economic sanctions until it lives up to its obligations.

"That means reducing their nuclear stockpile … rendering harmless their plutonium reactor at Arak; it means essentially disconnecting thousands of centrifuges; it means cooperating with the IAEA," Earnest said referring to the International Atomic Energy Agency. "It's only after those steps have been taken and verified that the international community will move forward with offering sanctions relief to Iran."

Republicans would base their lawsuit on the grounds that they have not been given copies of the agreement documenting what the IAEA and Tehran worked out for exactly how inspections and verification of Iran's compliance will be carried out.

"If there's any member of Congress that says, 'well I would like to know what is in that agreement,' they can contact the administration and in an appropriate, classified setting can be briefed on the contents of that agreement," Earnest said about the ancillary documents. "There's no mystery to, at least to members of Congress with a security clearance, as to what's included in that agreement," he said.

If Israel shot down one of our F-22’s, I would applaud. Any American pilot who acts against Israel’s right to defend itself against Iran on behalf of the Anti-Christ 0dumbo is the enemy, IMO.

This is wrong on more levels than is legal or conscionable. I see this entire thing as the final exclamation point to the end of our republic. We’ve circumvented protections built into our system of laws to make a treaty have to pass by vetoing the affirmation of the lack of support. The fact that the American people are at home, myself included, sitting on their collective asses watching it happen and not marching on DC with pitchforks and tar tells me that we, as a society, don’t have the guts to stand up to a tin pot dictator and his band of rogues.

This country is done. As soon as Iran nukes Israel, they’ll set their sights on Europe and then us. Count on it.

Mr. Pompeo (for himself and Mr. Zeldin) submitted the following resolution; which was referred to the Committee on Foreign Affairs, and in addition to the Committees on Financial Services, the Judiciary, Oversight and Government Reform, and Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

RESOLUTION
Finding that the President has not complied with section 2 of the Iran Nuclear Agreement Review Act of 2015.

Whereas section 135(h)(1) of the Atomic Energy Act of 1954, as enacted by section 2 of the Iran Nuclear Agreement Review Act of 2015, defined the term “agreement” as meaning “an agreement related to the nuclear program of Iran that includes the United States, commits the United States to take action, or pursuant to which the United States commits or otherwise agrees to take action, regardless of the form it takes, whether a political commitment or otherwise, and regardless of whether it is legally binding or not, including any joint comprehensive plan of action entered into or made between Iran and any other parties, and any additional materials related thereto, including annexes, appendices, codicils, side agreements, implementing materials, documents, and guidance, technical or other understandings, and any related agreements, whether entered into or implemented prior to the agreement or to be entered into or implemented in the future.”;

Whereas section C(14) of the Joint Comprehensive Plan of Action requires Iran to implement the “Roadmap for Clarification of Past and Present Outstanding Issues regarding Iran’s Nuclear Program” (referred to as the “Roadmap”) which was agreed to with the IAEA;

Whereas the Roadmap identifies two separate, confidential agreements between the IAEA and Iran, one to address remaining outstanding issues related to “Possible Military Dimensions” of Iran’s nuclear program, and another “regarding the issue of Parchin”;

Whereas both of those agreements constitute side agreements within the meaning of section 135(h)(1);

Whereas section 135(a)(1)(A) requires the President to transmit the agreement, including any side agreements, as defined by section 135(h)(1) to the appropriate congressional committees and leadership;

Whereas the Executive Communication numbered 2307 and captioned “A letter from the Assistant Secretary, Legislative Affairs, Department of State, transmitting a letter and attachments satisfying all requirements of Sec. 135(a) of the Atomic Energy Act of 1954, as amended by the Iran Nuclear Agreement Review Act of 2015 (Pub. L. 114–17), as received July 19, 2015”, did not include the text of either side agreement with the IAEA; and

Whereas the President has not subsequently transmitted to the appropriate congressional committees and leadership the text of the separate agreements identified in the Roadmap: Now, therefore, be it

Resolved, That—

(1) the President has not complied with section 2 of the Iran Nuclear Agreement Review Act of 2015 because the communication from the President did not constitute the agreement as defined by section 135(h)(1) of the Atomic Energy Act of 1954; and

(2) the period for review by Congress of nuclear agreements with Iran under section 135(b) of the Atomic Energy Act of 1954 has not commenced because the agreement has not yet been transmitted to the appropriate congressional committees and leadership.

Those in the US Senate that reversed the procedure for approving treaties led to this passing without even a majority.

The Senate is worse than useless. They proved it by showing what happens when the "good guys" became a majority.

Resolved, That upon adoption of this resolution it shall be in order without intervention of any point of order to consider in the House the resolution (H. Res. 411) finding that the President has not complied with section 2 of the Iran Nuclear Agreement Review Act of 2015. The resolution shall be considered as read. The previous question shall be considered as ordered on the resolution and preamble to adoption without intervening motion or demand for division of the question except two hours of debate equally divided and controlled by the chair of the Committee on Foreign Affairs and the Minority Leader or their respective designees.

Sec. 2. Upon adoption of this resolution it shall be in order to consider in the House the bill (H.R. 3461) to approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran. All points of order against consideration of the bill are waived. The bill shall be considered as read. All points of order against provisions in the bill are waived. The previous question shall be considered as ordered on the bill and on any amendment thereto to final passage without intervening motion except: (1) three hours of debate equally divided and controlled by the chair of the Committee on Foreign Affairs and the Minority Leader or their respective designees; and (2) one motion to recommit.

Lots of people are responsible for giving us Obama beyond those on the dole.

America was betrayed by every voter that ever voted for ‘lesser evil’ and No matter what’.

This is the DIRECT result of electing POS garbage.

This is the DIRECT RESULT of electing the two leaders that campaigned on working with Obama.

When Israel vaporizes and bombs fall on American cities, that is ALSO the DIRECT RESULT of people who abandoned principle for ‘winning’. Look what they won. Not one damn thing in our favor since the election. And now a nuclear Iran.

Every inch of this is on the heads of the people that willfully elected ‘evil’. They can scream all they want. None of this would have happened without their DIRECT action in the voting booth, online/telephone/door to door propagandizing for ‘party unity’ and browbeating anyone with enough sense in their head to not help empower people that CAMPAIGNED on helping the most destructive force since Stalin.

Just saw Chris Matthews on MSNBC claiming Obama has an 82% favorable job rating with the American people. He also said a lot of it is due to Obama brokering a deal with Iran that will “prevent” that country from ever building a nuclear weapon.

These media people are blatantly lying to a large segment of the American public which gets no analysis from anywhere else. There should be a law against this kind of criminally deliberate disinformation.

The media have been doing this for seven damned years covering for the Manchurian candidate and imnposter in the White House. What the hell is next?
