CHICAGO (CBS) The Illinois Lottery says big winners since July 1st arent getting any money yet because theres no state budget, meaning the state has no legal authority to pay out lottery winnings.
The good news is: You won the lottery.
It was a happy day. My husband was really excited. I thought he was going to have a heart attack, said 73-year-old Helen Whitfield of Bourbonnais.
The bad news is: It may be awhile before youre paid.

Lotteries are a tax on the poor, a means for governments to make obsene profits, mostly at the expense of the poor. If a casino in Vegas had a payout rate as low as the lotteries the state gambling commision whould shut them down.

When the government does it it's called public policy.
In black neighborhoods, there was always a numbers guy and most of them would go door-to-door for “regulars”. They ALWAYS paid (failing to do so once was the end of your business), and they would pay 70-80 cents on the dollar, not less than 50 like most state’s “daily” game.
Us senile, get off my lawn, don't have that much time left anyway, may not go quietly into the night.
But, it belongs to the lottery, right? I mean, how did the state get the money int he first place? They only get a portion of the sales and then a portion due to taxation? Does this mean they just stole the money?

Most of Illinois - from Peoria to Cairo, Quincy to Carbondale - is wonderful. We’ve just got a giant tumor growing on top.
Lottery tickets - a tax on stupidity.

Maybe they should take the Californicate approach .... issue IOUs and demand the winners accept them as payment in full and mandate Illinois banks accept them as cash.
Whenever I win a big jackpot in a state lottery, I take the money in a lump sum and invest it in Apple or Google stock. This way, I end up with even more money over the long run then in those annual installments.
I bet 95%+ of lottery players would still play despite this, either because they don’t know, or because they aren’t capable of processing the information.
PS you better pay your taxes on your “winnings”.
So it is just a budget standoff, not the same as budget shortfall.
Eventually when the standoff ends and everything will be peachy?
Conditions of the lottery would be written up on the back of the ticket and, to play, you’d be consenting to those conditions.
If they say they don’t have to pay, and you play, you agree to these conditions.
Otherwise it's out-and-out fraud whether or not they legally don't have to pay anything.
This is like the state selling the Brooklyn Bridge......which it doesn't own, either.

Here is a good story how crooked the Illinois government is.
I used to be in business for over fifty years, but luckily have retired several years ago. I am not going in to any particulars regarding the business, but one of the requirements was that we had to carry a specific kind of insurance, just in case there may have been any pollution etc.to cover any remedial clean ups and the catch was that the state of Illinois was the fiduciary agent holding the money in escrow.
I believe it was early one year when we were advised that insurance rate would go up later on in the year and I figured what else is new. It was about October when we got another notification from the outfit administering the insurance stating that they had rescinded the increase since the State of Illinois had been dipping in that found (stealing) and whatever increase there may have been would have been gone as well. So there was no increase.
What amazes me is that it isnt just the State of Illinois as our federal government is just as crooked and corrupt, what certainly doesnt bode well in the long run. On the other hand the government expects their constituents to be honest, forthright and never commit any crimes. I just dont foresee any bright future down the road unless some very drastic changes are implemented before long. By that I mean changes much different from what we have seen so far from the current administration.
They'll take a page from the Depression and issue Scrip again.
As always, a promise of a pot of gold from liberal government, and when its time to collect the promise is an empty one.
