Interesting....for all the Trump haters and deniers: Notice, Ford isn’t saying it was decided long ago, or that it has nothing to do with Trump.
Why? Because they see which way the tide is going and they’re going to stay on Trump’good side as much as possible.

I believe Trump and the CEO of Ford are friends so its not a stretch to believe that Trump had some inside info and slipped it into a speech. If so it was brilliant timing.

Since this is part of an ongoing negotiation with the UAW, it was most likely a card that Ford was holding back. They would not have put this on the table because the wouldn't want to show their hand.
The decision to put it on the table would have coincided with Ford's decision to announce it to the public and the UAW.
In other words, the decision was made yesterday or today.
You are correct in that plants are planned over long periods of time.
But negotiations are real time.
