Begs the question... what was an EPA heavy equipment operator doing at the site to have such an accident, my guess is they wanted to get proof of something and in an effort of sabotage lost control.

It’s not full responsibility until there is acountability - i.e. people fired, fines paid out. The fines will come from their normal budget, and yes, that means they’ll have to reduce their workforce to pay the fines.

Yep. What good is accepting responsibility if you do not accept the consequences of your actions.

The EPA poisoning of multiple state water supplies is going to be magnitudes worse than the BP spill.

I still have not seen evidence to determine whether the action was intentional or accidental.

Not only accept responsibility, but fund the clean up with the budget allocated to the EPA. Send the former employees of the EPA home and disband that bunch of losers.
