Does the EPA accept apologies in lieu of fines for large chemical pollution disasters?

Why was the EPA in a inactive mine? It had been inactive since 1923?

This is also headed directly for lake Powell. Heavy metals in most of southern California’s water.

Decades and decades of jail time for the monsters at the EPA.
They put a farmer on house arrest for 6 months and fined him $15,000 for letting cow dung get into some water.
These vile destroyers need to pay a several million dollar fine out of the funding that they have and their own pockets.
“Hey buddy, I'm a little short. Can you spare $4 Billion for the cost of promoting the Climate Change Hoax for one day?”

Does the EPA accept apologies in lieu of fines for large chemical pollution disasters? Or even tiny ones? I mean, what a farce, this guy runs an agency that throws millions of dollars at destroying people for the smallest mistake, even oversight, and now he wrecks an entire ecosystem through sheer incompetence and just shrugs and says "sorry"?
This is what tyranny looks like. What he's actually saying, and everyone knows is absolutely true, is that there is nothing - zero - that can touch him or his agents for anything they do. Zip. And at the same time, he will redouble his efforts to go after us.
Eat it, peasants.

One news report stated they were ‘inspecting’ it.
More likely they are taking an inventory of old mines for violations that pre-date the EPA and readying a fine against whatever legacy companies can be traced back to their original owners.

It was working at two of the 40,000 mines in that area. They have been plugging these mines all over for decades.
