The fact is that NO Congress can obligate the funding decisions of a future Congress. Each time a need arises to continue a budget the CHOICE is made to continue something passed as a pseudo commitment, but it is not a binding commitment. Anyone in Congress who says differently is passing the buck and a lying dissembling chickenshit.
