On July 25, 2015, the day after news that a Scott Walker ally had called him a "dumb-dumb,"Donald Trump delighted in dumping on the Wisconsin governor during a campaign speech in Iowa.
"I read this horrible statement from his fundraiser about Trump. I said, Oh, finally,I can attack, "the New York businessman said to laughter in Oskaloosa. "Finally, finally."
Trump--second to Walker among Republican presidential contenders in an Iowa poll earlier in the week--criticized him on several fronts. Then he made a claim about the fortunes of Wisconsins finances.
"Wisconsins doing terribly. First of all, its in turmoil,"Trump said. "The roads are a disaster because they dont have any money to rebuild them. Theyre borrowing money like crazy. They projected a $1 billion surplus and it turns out to be a deficit of $2.2 billion."
Lets focus on that last part.
Is Trump right that a projected $1 billion surplus became a $2.2 billion deficit?
Trump is partly on the money,but hes mixing apples and oranges,and his use of the word deficit is problematic.

In the end,the 2015-17 budget approved by the Legislature and signed by Walker in July 2015 was balanced--just as every other Wisconsin state budget is.

There was in early 2014 a projection of a $1 billion surplus heading into the 2015-17 budget period. Late in 2014, there was a projection of a $2.2 billion shortfall--the difference between expected revenues and the amount of money being requested by state agencies.But the shortfall was never a deficit--and some of the surplus was consciously spent by Republicans,as tax cuts.
For a statement that contains only an element of truth and ignores critical facts that would give a different impression,our rating is Mostly False.

Walker is a good man. He better be careful. I don’t like the facts being twisted like that. Trump is a smart man. He doesn’t need to distort the truth.
I give one point to Walker on this exchange.
While everyone does the “funny numbers” game when it comes to Government budgets, and while my opinion of Trump is pretty clear (think him a clown), from what I’ve read on this (and have read a lot), Trump isn’t that far off.
I am zero fan of Trumps but I’d sure vote for him over Walker. I only started looking at Walker in great detail when it was clear he was going to run for #POTUS and I am singularly unimpressed.
Surpluses from taxes always ought to be given back to taxpayers. Taxes are to cover budgets and when you collect more than the budget, you should give it back.
They act like its a terrible thing. When a business overcharges people on a bill, you get that money back. These same people would sue a company for keeping more money than what the bill actually was.
Government can never give money back. Government neer has to tighten its belt but demands individuals do so when they raise taxes and fees on everyone each year.
Trump is in the Toons pocket and why any patriot or conservative would support him let alone talk him up is beyond me....

He went on to clarify, telling a boisterous crowd in Iowa that the states roads, schools and hospitals, which he said were all a disaster. Let me translate: Scott Walker screwed up Wisconsin by going after the unions.
So is Trump working for Richard Trumka or the SEIU now? I mean, this is right out of the union hall. Its going after Walker from the left. So Trump was angry for some comments made by a Walker fundraiser? Thats no excuse for firing from the liberal flank, and frankly, a bit childish too. But my main concern is the liberalism thing, which has been exposed again.
So how will this play out? Will Trumps legion of fans take note? Will talkers like Rush and Laura Ingraham mention this? They seem singularly focused on just Trumps good points. Thats a valid, but incomplete focus. It is not contradictory to support and enjoy his stabs at Washington -- while also realizing in the sober moment that he is not the conservative answer.
Donald Trump is gifted. He is passionate. He has a finger on the pulse at the moment. Its doubtful that conservatives need to nominate someone who has been pro Obama and pro Universal Care as recently as a few years ago--and to the left of George W. Bush this weekend."

This rating is in a Leftist publication so the “mostly” needs to be understood in that light.
