Radar Artifact heading towards Washington DC. Originates somewhere over Delaware. Look to the southeast of Radar.

No. It is a small blue/green thing moving pretty fast from right to left over the Chesapeake right at the end of the clip. It looks odd because everything else is moving left to right.
