On H1B Visas: Scott Walker Will Fight For American Workers, Senators Cruz and Rubio Not So Much.

Why Scott Walker FLip-Flopped.

One of the few intelligent and worthwhile things that John Maynard Keynes contributed to society is the following quote “When my information changes, I alter my conclusions. What do you do, sir?” Governor Scott Walker’s information has recently changed.

Remember that Governor Walker had the guts to back down the Progressive Establishment in The Democratic Party of Wisconsin. It thus comes as no surprise that he also has the guts to take on the increasingly progressive and less pro-American pro-immigration caucus in the GOP. Walker explains his qualms concerning this headlong rush to replace domestic American workers below.

Walker said Monday in an interview with Glenn Beck that the first priority in considering legal immigration policy should be the wages and jobs of American workers. “In terms of legal immigration… it is a fundamentally lost issue by many in elected positions today, is what is this doing for American workers looking for jobs, what is this doing to wages,” he said, according to Breitbart News.

Why would Governor Walker become so xenophobic and perform such an 180-degree Olympic flip-flop? Well here’s what the Congressional Research Service found when examining data on immigration and cost of labor.

Wages and share of income for the bottom 90 percent of American wage-earners declined over the past 40 years, as the foreign-born population increased dramatically, data requested by the Senate Judiciary Committee shows. Since 1970, the foreign-born population of the U.S. increased 325 percent, the Congressional Research Service found, while wages for the bottom 90 percent of earners decreased by 8 percent and their share of income by 16 percent.

But isn’t correlation insufficient proof of causation? Don’t we all enjoy gains from trade in labor, just like we would any other commodity openly hawked in unrestrained trade? This is what Jennifer Rubin of the Washington Post had to say in a recent assault against Governor Walker’s proposal to examine immigration policy based on how it impacts the earning power of American labor. Anything other than the unlimited opening of the borders to immigration is now “nativist” you see.

“It’s not clear whether he understands that immigration is one way to boost economic growth,” Washington Post blogger Jennifer Rubin wrote condescendingly. “(There is replete evidence that immigration boosts revenue, growth and does not take jobs away from native-born workers.)” “We have remarked that the temptation in the GOP primary is to play to the loudest voices and the staunchest segment of the party, even though they do not represent a majority of voters in the party, let alone in the general electorate,” Rubin added.

And this should come as no surprise. The weight of “enlightened” opinion falls heavily on the American IT professionals being replaced by H1B Visas. Particularly in Florida, the home state of Presidential Contender Marco Rubio. Sen. Marco Rubio (R-FL) responds to the misery being inflicted on intelligent, hard-working Floridians in the IT field as follows.

Rubio’s “I-squared” bill would triple the number of temporary guest workers businesses could bring into the country every year, and allow for a virtually unlimited number of university-based green cards. The big businesses backing this bill and clamoring for more guest workers insist they can’t find enough Americans willing or able to fill certain “high-skilled” jobs. Rubio obviously agrees and has argued more guest workers and immigration generally will result in more jobs for Americans.

And that hard-charging, tea-party ultra-conservative Sen. Ted Cruz (R-TX) He’s no ally of the American Citizen either on the H1B Visa issue. Senator Cruz wants to increase the H1B Visa cap by 500%.

Cruz, who announced his presidential bid this morning, once proposed an immediate increase in the base H-1B cap from 65,000 to 325,000. Cruz offered the H-1B increase as an amendment in 2013 to the Senate’s comprehensive immigration bill. Cruz’s amendment was defeated by the Senate’s Judiciary Committee, which approved an 180,000 H-1B cap increase in the comprehensive immigration bill. The House never acted on this legislation.

So if you’re at Disney and you’re sitting next to your replacement worker training him right now, you can listen once again to that flowery oratory from Senator Cruz about how we just can’t find enough qualified engineers, mathematicians and IT guys to keep our modern economy humming. It just must make you proud to be an American – if there is such a thing anymore. Oh, and like Disney CEO Bob Iger ordered, you’d better keep a nice, sunny attitude going while you train that replacement worker.

I thought Rand Paul’s “truce” on social issues was to follow the Constitution and want them to be issues solved on the state level. That’s the way it should be. Conservatives will do much better when the issues are more personal and easier to address in terms that impact people’s lives.

xzins, thank you for contacting the Cruz campaign on the issue of legal immigration.

If Ted Cruz alters his position, it will come only if more recent evidence contradicts and disproves the studies and data he relied on in 2013 and not from political expediency for an election. In 2013, he was honestly convinced that raising the cap of H-1B visas would promote jobs and economic growth. If a preponderance of new facts on H-1B visas for STEM graduates support a modified stance, Cruz will NOT hold on to a position that harms U.S. workers or wages.

Why do I believe this of Cruz? I believe it because Cruz answered YES to the following question in the NumbersUSA candidate survey in 2012:


Oppose Unnecessary Worker Importation? Should Congress institute safeguards that will prevent importation of foreign workers (particularly on permanent visas) if their presence would threaten the jobs or depress the wages of American workers?

Incidentally, Cruz got a perfect score on the issue of illegal and legal immigration in the NumbersUSA candidate survey earning him the title of "True Reformer" and a grade of A+ since 2012.

I believe it will have to be evidence showing that the country as a whole suffers from the policy and not isolated cases in a few companies.

Most importantly, I trust Cruz believes what he says on the issues of legal and illegal immigration and will act accordingly before and after an election.

I choose Cruz first as well, and follow his lead to not speak ill of other (conservative) candidates, as should the rest of us.

BTW I will also vote for Walker should he be the candidate, THEN no one else.

And he has earned that trust by not wavering on his positions.

I think Walker is just another establishment guy and I fear he cannot win a general election but I will admit I am very troubled by My prince Ted Cruz and his vote for cloture on the trade bill yesterday. I don’t know how he explains that one away. I’m not thrilled about the Iran deal either.

Profoundly ridiculous statement. The H1B visa scam has been happening since the 1980s. Hewlett-Packard was renamed "Hewlett-Patel" by it's American workers back around 1990.

I worked at another Silicon Valley company and my department had the "train your replacement policy" way back then.

How many Hindus were their in America when we were kids? Almost none. Now they are everywhere, almost everyone one of them has displaced American workers by definition.

The statements by Cruz above make me question his judgement, if he can't sort out something as easy to see as the devastating impact of H1Bs on American STEM workers I'm amazed.

New or more data is not needed. Any fair examination of the existing data will suffice. The chart at the top of this article is a good place to start.

No thanks! We've been doing that for years, and all it has done is push the Republican party further to the left.

It's not a leftist position to base the legal immigration system, first and foremost, on protecting American workers and American wages. Nor is it a conservative position to let corporations with no loyalty to America gut the American middle class to fatten their bottom lines.

Remember "Reagan Democrats"? The Gipper won them over on his terms - and on this issue we have a chance to repeat that.

I have contacted the Cruz campaign to suggest that Cruz is wrong on these visas and should follow the lead of Senator Sessions. My contact assured me that they would pass that along.

I did the same and never even got a reply.

Correlation makes a good case for causation in the absence of an alternative explanation. Wages rose until 1970 and stagnated since then; what other than immigration has been at one level before 1970 and consistently at a very different level since then?

BTW where are most of the foreign born IT workers schooled? In Mexico, India, China, or the USA?

India has a big advantage because many Indians learn a version of English. We see Pakistanis and other mIdle Eastern countries, as well (not necessarily Muslim). Chinese is present, but not where I've been. They are notorious for stealing info, even if they are not outright agents, they can be co-opted for a one shot on a pure race appeal. (Source: friend of mine who was assigned to that in FBI).

Walker is the man. He has acted against the liberal darkness, he has taken immense heat from them, trashing the capital, threatening his family, he stood and stood strong against every liberal spear thrown at him and the citizens rewarded him for it.

He is the first one to say that there are hundreds of thousands of IT workers being laid off, we don’t need more IT workers, we have plenty of them.

BTW where are most of the foreign born IT workers schooled? In Mexico, India, China, or the USA?
