Is 15,000 the start? I assume a very large number would be needed to defeat ISIS and THEN defeat Assad, if that is the intent.

You can be sure the same Syrian fighters being trained to fight ISIS will use the skills learned to kill Americans - some will for sure. Those we trained in Jordan switched to the other side.
