IMO, it’s been going on for years, a few “incidents” at a time, testing the waters for “Soft Targets”. Ft Hood was a “ST”, in that no one was armed, and the jihadis knew it. How many other “incidents” have been covered-up by authorities, beyond what we’ve read/heard about?
