When people look at the budget of DHS they have to recognize two things: First, is the scope of how far DHS goes, Coast Guard to FEMA to Border Protection. Second, is the grant funding put into the budget. Combine those two things with the current state of congressional funding and you have a perfect storm for blowing huge sums of money to support donors.
