It’s something that is usually associated with exposure and power. Lots of power for a brief period could blind permanently, but so could less power, with longer exposure.
I'd better go back and reread the article, but somehow I don't think Obama's militarized law enforcement agencies will really be concerned about our ability to read small print after we are lased.

I insist that before this is deployed for public use, Every company employee, their family members, and government LEOs undergo full dosage testing of the weapon in order to demonstrate how safe this weapon is!

I would be concerned that these weapons could be used by criminals ... Could blind a truck driver hauling dangerous goods or blind a robbery victim

All cops are not bad, as you are probably really saying. It doesn’t take all cops to be bad to endanger us. All it takes is what we’ve got, a few, maybe more than a few, really dangerous, bad apples and a whole lot of cops who aren’t averse to forcing the citizenry into servitude. After all, it feels GOOD to be on the stronger, winning side. Like Terminus (The Walking Dead reference) Cops often do just what they want and throw their weight around, even if they’re not “bad” cops. Try and question if they demand you do something they want you to do, that is without reason, without legal meaning, and see what happens.
Within a year thugs will have these blinders and be using them to mug their victims.
No way this technology is restricted to LEOs.
When people look at the budget of DHS they have to recognize two things: First, is the scope of how far DHS goes, Coast Guard to FEMA to Border Protection. Second, is the grant funding put into the budget. Combine those two things with the current state of congressional funding and you have a perfect storm for blowing huge sums of money to support donors.
Haven’t seen that with Tasers although you do see a fair amount of contact electric stun weapons out there. Too many people watching movies.
