Sunday on ABCs This Week, Gov. Jerry Brown (D-CA) said Californians will face heavy fines for taking long showers.
Brown said, This executive order is done under emergency power. It has the force of law. Very unusual. Its requiring action and changes in behavior from the Oregon border all the way to the Mexican border. It affects lawns. It affects peoples how long they stay in the shower. How businesses use water.
Brown said to enforce his order, Each water district that actually delivers waters water to homes and businesses, they carry it out. We have a state water board that overseas the relationships with the districts. Hundreds of them. If they dont comply, people can be fined $500 a day. Districts can go to court to get a cease and desist order. The enforcement mechanism is powerful. In a drought of this magnitude, you have to change that behavior and you have to change it substantially.

We have tiered water rates for a long time where I live. The amount of water you are allowed to use without paying on a higher tier is based on the number for bedrooms in the house. You cal also request more water based on the number of people in the house. I saw the drought building two years ago and did not cut water use because I knew if they did ration it would a % cut from a previous year.

A solenoid valve like in a dish washer or washing machine would work. For that matter, if you had two valves you could pulse width modulate them so you could adjust the temperature digitally. Set the temperature only once, and it would always be correct.
Oh! I’ve plumbed a few showers like that in Cleveland suburbs. They’re wonderful, if you have the water, which we do. But, again, I’m a cheapskate!
In the interim I had another idea....a shower valve with a manual thermostat, that automatically mixes the water to the correct desired temperature setting. Then you can just turn one valve on and off at will—while keeping the water temp consistent.

And MWPD that wasted thousands of gallons dumping them to repair a leaking reservoir or the ones that wanted to dump a whole reservoir because a kid peed in it or the city of L.A. that has not had a plan to replace hundred year old mains that are rupturing and wasting thousands of gallons of water? What about them moonbeam? We waste all sorts of water, yes reclaimed, on golf courses when the water should be pumped back into the aquifers. Brown needs to be flushed down, fine people for showers buts waste billions on a bullet train!

I still like my thermostat idea though...then you don’t have to play with the valves yourself, wasting water in the process.
I install that stuff, and over sized water pipes, and $3,000.00 rainfall shower heads for customers, but my own water usage varies between about 30 and 38 gallons a day.
If I ever got serious about reducing it, I definitely could.
The tech exists it is just expensive on a per gallon basis. The new graphene RO membrane will make it economical. Commercial use is still a ways off. Cal. is in a dire situation that the emergency use of RO could have helped. But there are no RO plants to use. You are correct, it isn’t just the Govorner’s fault. The greenies don’t want RO units built because they might hurt the fish. And the dim’s, well they don’t want to offend the greenies so they keep getting greenie votes. The greenies may not be able to live with that decision much longer. Happy Easter FReeper.
Bull dozers, D-8 and D-9’s. Dig in drainage areas. Create reservoirs alll over the state. Desalinate. BUT!!!!!!that might piss off nature worshipers. This all could have been avoided if the democrats in charge with some reasonable planning.
