Before former University of the Incarnate Word police Cpl. Christopher Carter fatally shot Robert Cameron Redus in December 2013, he told him repeatedly to stop resisting and warned the 23-year-old student that he would shoot him if Redus did not stop, according to an audio recording of the incident released Thursday.
But Carter radioed an incorrect location to the dispatcher when he first made contact with Redus and back-up units still did not know where Carter was even after Carter opened fire on Redus. At one point during the 11 minutes that led up to the shooting, Carter asked Redus what street they were on.
After Carter fired six shots at Redus hitting him five times he radioed to dispatch: Shots fired, send EMS. I have one down.
The dispatcher told Carter to hit his emergency toner.
We cant locate you, the dispatcher said.
The release of the audio came after a grand jury on Tuesday voted not to indict Carter, clearing him of any criminal charges from the Dec. 6, 2013 shooting.
Carter told investigators he started following Redus along Broadway around 1:30 a.m. that December morning because he believed Redus was driving drunk, which was confirmed by an autopsy.
Carter, who was on duty, did not know that he was pursuing a student at the time, but as a licensed peace officer, he was authorized to arrest suspects outside his jurisdiction for serious offenses, including drunken driving, legal experts have said.
Carter has since resigned from the force.
Authorities have said Redus grabbed Carters baton and hit the officer with it before Carter, who was described as much larger than Redus, regained control of it. Redus broke from the officers grasp and came at him with a raised fist, and thats when Carter opened fire, officials have said.
In a recent filing in the civil suit, the familys attorneys disputed whether Redus ever wrested the baton from Carter and struck him. The lawyers also have argued that Carter lacked probable cause to pursue and arrest Redus.
The Redus family has also filed a civil wrongful death lawsuit against both UIW and Carter. The suit is making its way through the court, and the familys attorney said this week that the lack of indictment neither helped nor hurt the case.
The Redus family is seeking between $1 million and $26 million in damages in the civil lawsuit.

Listen to the audio. If the cop told the dumb drunk punk once, he told him several dozen times to “stop”, “stop resisting”, and “I’m going to shoot you”.
Now while no dumb, drunk punk should have to pay with his life for being a dumb, drunk punk (DDP), I think this DDP had plenty of second, third, ... 20th chances.
The inability of the officer to identify his location is weird, though.
I would think that, at a time when every smart phone has GPS, it’s time to have every police radio have a GPS which transmits the officer’s location to the dispatcher whenever he hits the mike button.
Speaking of—Whatever happened to that minority Pillar of Virtue at UVA who was allegedly roughed-up by ABC officers when he tried to get into a bar on The Corner using a fake ID?
Carter was literally twice Redus's size. He probably had a better than even chance of subduing Redus with his bare hands. With a baton, he should have been able to beat him into submission. Shooting the kid might have been overkill...

In this day of video, cops shouldn’t swing more than once or twice at an arm or leg. Video gets out of you giving a wood shampoo, and you’ll end up at best unemployed, and at worse in prison. A whole lot better off just shooting the guy. Although there, your story needs to match any video that may turn up.
Yeah, no need for courts. Just shoot the ‘criminals’ in the street and be done with it.

Agreed. It seems like it would be standard and not too expensive to implement. There are literally multiple apps for that.
I really hope that’s sarcasm. This is though: sure we should just give the police unlimited power of life and death over the citizens.
Yep its sarcasm addressed at the other posters comments about just using deadly force to avoid any complications from using the stick.
The reality is the threshhold for use of deadly force is so low that cops might just be making that decision.

After he overturned his car in a cornfield, he staggered out with a knife in his hand. He then saw four police officers pointing their guns at him telling him repeatedly to put the knife down and surrender. This was recorded on tape. The moron decided it was a good idea to charge the cops. He ended up severely ventilated and quite dead.
Cops don't know what weapons some people might have on them. A charging person might knock a cop down and then pull out a knife and kill the cop. Or take the cop's gun and shoot him. It has happened.

Yeppers. Just ask Officer Darren Wilson. It almost happened to him.
I have a friend whose father was a policemen. Many decades ago he tried to apprehend a person who was accused of theft. The suspect was five or six inches taller and many pounds heavier. They engaged in a fistfight with my friend's father the cop finally subduing the suspect.
My friend said a crowd watched the fight, but nobody stepped in to help him. He never forgave some of the people he knew who watched him battle the suspect.
He was lucky he wasn't knocked out and possibly killed by the suspect who had a long rap sheet. If I was the cop, I would have pulled out my service pistol and shot the perp if he kept coming at me.
