My memory says Rheinland-Pfalz is a state and not a city. Within it are a number of cities. I was stationed there once in the city of Bad Kreuznach.

Rheinland-Pfalz is a Land, so yes, the rough German equivalent of an American state.

I was stationed at Spangdahlem, AB - 1984-86. The Rheinland-Pfalz is one of the 16 states.
