The Federal Emergency Management Agency is making it tougher for governors to deny man-made climate change. Starting next year, the agency will approve disaster-preparedness funds only for states whose governors approve hazard-mitigation plans that address climate change.
This may put several Republican governors who maintain that the Earth isn't warming due to human activities, or prefer to take no action, in a political bind. Their position may block their states' access to hundreds of millions of dollars in FEMA funds. In the last five years, the agency has awarded an average $1 billion a year in grants to states and territories for taking steps to mitigate the effects of disasters.
"If a state has a climate denier governor that doesn't want to accept a plan, that would risk mitigation work not getting done because of politics," said Becky Hammer, an attorney with the Natural Resources Defense Council's water program. "The governor would be increasing the risk to citizens in that state" because of his climate beliefs.
The policy doesn't affect federal money for relief after a hurricane, flood, or other disaster. Specifically, beginning in March 2016, states seeking preparedness money will have to assess how climate change threatens their communities. Governors will have to sign off on hazard-mitigation plans. While some states, including New York, have already started incorporating climate risks in their plans, most haven't because FEMA's 2008 guidelines didn't require it.

How about contracting all the churches in the state to pray to God to stop it... that would do better than any of this other nonsense based on “science” that isn’t even science, it is totally wild-ass guess.
More petty Federal bullying: Tell the Feds to SHOVE IT, and then when a disaster happens and the Republican States are prepared w/OUT the Federal Government we can tell them to Go to Hell: “We don’t need you anymore”.
Defund FEMA.
The states are going to be forced to address the amount of taxes it sends to the federal government so that it can meet the needs of the citizens of those states.
The gummit has avenues of revenue of it’s own, and that’s all it’s supposed to have.
Coercion and blackmailing the states needs to stop, NOW.
Don’t give the federal government funds in the first place.
I’m not going to be a disciple of their religion no matter what they threaten.
States can just collect income taxes and withhold them until FEMA pays up. Most states pay more to the feds than they get in return. The rest could get more revenue if they threw off regulatory shackles.
Scenario:
South Carolina’s governor refuses a plan that includes global warming language. FEMA takes away funds, per their threat.
A hurricane comes and does billions in damage. Will they actually deny that money when there are people suffering? How will THOSE optics look?

It seems to be talking about “climate change mitigation” projects.
It’s another political bribe. But it won’t for now, affect acute disaster relief.
If you don’t believe what I believe all of the citizens of your state will be punished. What nightmare are we having now?
This overstepping of the boundaries must end! FEMA should be abolished, it is a moving slush fund rife with corruption.
If we have no standing, we must prepare to stand together to combat these abuses of the feral,(oops misspelled federal) socialists.

As it is, many states come up with reasons to get FEMA money because they pay into it and never have natural disasters.
When the feds ask how the money was spent say that your privet e-mail server malfunctioned and had to be recycled and that you have no record of ever receiving any funding from FEMA.
More of a stick tho, than a carrot, so extortion not bribery.
However there’s an easy way around this ... just state upfront that the plans are purely hypothetical exercises and only being done to satisfy FEMA requirements. And to give state employees the opportunity to learn risk-based planning. Could even make them a little fun by throwing in a Zombie Apocalypse scenario or two, qualifying for the funds but illustrating the absurdity by being absurd.
