A New York City grand jury has declined to indict an NYPD officer in the chokehold case of Eric Garner, the unarmed man who died while being arrested on Staten Island earlier this year.
In opting not to indict, the panel determined there was not probable cause that a crime was committed by NYPD officer Daniel Pantaleo, who was seen on a widely watched amateur video showing him wrapping his arm around Garner's neck as Garner yelled, "I can't breathe!" during the summer altercation.

Actually, if you watch the video, you will see the officer slips his right arm under suspects right arm, he puts his left arm over suspects chest and pulls suspect down to the right while pushing him on his chest.
I practice Krav Maga, and it is actually not easy to even get into the choke hold, when we are practicing the techniques to get out of a choke hold. My practice partner is taller than me and it is hard to get my forearm into the right “choke” position, as our instructors want us to, when we are playing “bad guy”. It is clear that the officers forearm is not under the suspects chin at all, it is on his chest for about 3 seconds and then the suspect is pulled/pushed down to the right and to the ground.

He said ll times that he couldn’t breathe. Maybe he wasn’t quite suffocating but a knee was shoving him into the pavement and a major artery’s blood flow was cut off. They killed him. (Michael Brown: justified.) This one was an ambush, judge jury and executioner.
And your question was as silly as your answer this time. I work all the time in my state and town to change laws I don’t think are Constitutional. I am in favor of getting rid of things like the EPA, the IRS, the dept of Education, and on and on.
And you can throw in the NDAA, the TSA and all of its nonsense, the ACA, and any number of over reaches by the feds

The video evidence is actually heart breaking if you ask me. The poor guy was selling cigarettes for crying out loud! He wasn’t a violent criminal, didn’t have a weapon and never threw a punch. The really sad thing is now the race baiters will use this man for their disgusting evil cause.
Exhibit A: although this is a local judicial matter, tonight Obama went on worldwide news ( I just saw it on BBC ) to announce that HE (king of America) will intervene to stop this travesty and implement progressive change [/plausible conpiracy theory]

Members of the service are required to maintain control or intervene if the use of force against a subject clearly becomes excessive. FAILURE TO DO SO MAY RESULT IN BOTH CIVIL AND CRIMINAL LIABILITY
EXCESSIVE FORCE WILL NOT BE TOLERATED.
All members of the service at the scene of a police incident must:
(a) Immediately establish firearms control
(b) USE MINIMUM FORCE NECESSARY
(c) EMPLOY NONE LETHAL ALTERNATIVES AS APPROPIATE
WHENEVER POSSIBLE, MEMBERS SHOULD MAKE EVERY EFFORT TO AVOID TACTICS, SUCH AS SITTING OR STANDING ON A SUBJECTS CHEST, WHICH MAY RESULT IN CHEST COMPRESSION, THEREBY REDUCING THE SUBJECTS ABILITY TO BREATHE.
