I don’t think the quote from TR is evidence of racism. I believe when he speaks of “degenerates” he is referring to people with birth defects or who are mentally handicapped. That said, I could be wrong. Eugenics is evil stuff and we know Margaret Sanger wanted to wipe out as many black babies as she could.

Comparing pre-Civil War presidents to Obama regarding racism is misleading. It is apples and oranges.

The fact that he genuinely hates white people, while other racist presidents have, for the most part, merely thought people of other races to be inferior, makes his racism particularly vile.
With that said, I do suspect that a few 20th century democrat presidents did actually hate blacks - Woodrow Wilson, Franklin Roosevelt and Lyndon Johnson in particular.
