They might actually save a lot of people years of regret that way.
The pastor cannot be forced to attend any place of worship, and that would include any service performed at his church. So he cannot be forced to perform a weddin at his church.
Involuntary servitude is forbidden by the US Constitution so he cannot be forced to perform a ceremony outside the job description of his conqreqational duties.
This is clearly aqainst the Idaho Constitution. An attempt to literally take over the churches.
Sounds like they need to declare themselves a community church or somethinq, so that their business is classified as a ministry.
That’s my take on it a well as far as it apparently being a business vs an actual church with a congregation, not that it should matter.
I think in many states there are actually laws preventing people from doing what you suggest. I think NC is one of those. I have never heard of anyone being fined or prosecuted, but that is the reason many pastors/clergy give when someone suggests that they be religiously married without the civil side being involved. For example widowers whose pension and benefits would be affected if they married again civilly.

If I were in a situation such as the Knapps find themselves, I would build my message for the “ceremony” around select passages from the Letter to the Romans.
Our minister does not perform wedding ceremonies at all. Says he never has and never will. The church is available to rent for weddings but the cost is astronomical. There is a hill (constructed since we don’t have hills in our part of Texas) on the other side of the parking lot which has a huge cross. We have seen several couples (male groom, female bride) get married under the cross with a very small wedding party. Not sure who married them, perhaps a local JP. But looks like it would be a lovely place and it is free.
I would make a terrible mockery of their “wedding.” The gaystopo would be sorry they forced a Christian to get involved. They can not dictate my words and Bible quotes and sermon, even if they manage to force their way into my ministry. It would be a mess.
It matters not what the Idaho constitution says, what matters is what a legalistic gnome with bad breath, one short leg, and a deforming curvature of the spine says. Or a group of them. Or a group of them in Washington DC declining to say anything.
And there are two more years of appointments to be made.
Just wait unil they demand to be married in a Mosque. Wonder how that will turn out?

If a priest-preacher was not available, you make a public announcement of taking a woman for your bride. Then you live together and have children. If a preacher-priest comes along you have the marriage vows done then and the info is added to the church records or family bible.
It worked well for years till the government started getting involved in it.
