President Obama announced a series of executive actions to fight climate change on Tuesday, during a speech to the United Nations Climate Summit in New York City.
Obama ordered all federal agencies to begin factoring “climate resilience” into all of their international development programs and investments.
The action is expected to complement efforts by the federal government to reduce greenhouse gas emissions, according to the White House.

Look, here's the issue. The sovereign in the united States of America is We the People. For certain pragmatic and idealistic reasons, We delegated Our power to make laws regarding certain defined topics to a Congress of the United States.
Unfortunately, over the first 125 years of this arrangement, the theoretically temporary places in this Congress developed a distressing tendency to become permanent. The job of "being there" turned out to be better - MUCH better - than anything that the incumbents had ever achieved, or ever could achieve, back home.
And, as the franchise expanded, it turned out that it was easy to stay in office, AS LONG AS YOU DIDN'T MAKE PEOPLE ANGRY.
So, beginning in 1913, Congress started to delegate its major powers (which, remember, are actually OUR powers) to men who could not lose their jobs because of voters.
Beginning with the Money Power, virtually all of Our powers that we granted to Congress have ben reassigned to the Executive Branch, now even including the War Power.
As a result, being elected to Congress is now a sinecure which is in effect perpetual, and which confers sexual gratification, great wealth, and lifetime security, all in exchange for doing basically nothing.
DO YOU THINK THEY ARE GOING TO GIVE ALL THIS UP WHEN THE TEAMS SWITCH END ZONES?

I think the rule is that the House can vote down an EO within 30 days. Boehner has that power now.
This has a summary. 2/3 vote in House can void an EO, but only 2 EOs have ever been rescinded and that was via court action, not Congress.

It would seem, then, that the first goal of a revolution would be to cut off these communications, to get the attention of the population, and penetrate the state-sponsored apathy. The state-sponsored communications would have to be replaced by local leaders speaking to small groups.
