St. Louis County jail show that the 78 people arrested Monday night included four from Ferguson and eight from neighboring Florissant. Another 10 came from the nearby city of St. Louis, and a smattering from other small towns in St. Louis County. Fifty-three in total were from the St. Louis metro area.
All but three of the arrests Monday night were for refusal to disperse. Two of the individuals charged with unlawful use of a weapon were from the St. Louis area.
One out-of-state resident, from Rockton, Ill., was charged with interfering with an officer
Eighteen of those arrested Monday night were from out of state. Those suspects came from Chicago, Brooklyn, N.Y., California, Washington, D.C., Austin, Texas, other parts of Illinois, Alabama, and Iowa.

If they’re from the St Louis area, they’re local. I don’t really care whether anybody likes it or not, its just the way it is.
Most of us had never heard of Ferguson 10 days ago and if we saw it on a map it was part of St Louis.
And Toledo is only 45 miles from Detroit....calling a detrioter a “local” of Toledo would be a farce at face value.
If you guys want to play along with ABC news and mangle the English language then by all means do so....don’t expect everyone else to play along.....

Failure to disperse can be a crime. Protests can be controlled/regulated by time, place, and manner of the protest. This has been the Repeated rule set by SCOTUS.

Of course, most everyone knew this before this report was put out.
Kind of like making a distinction between Dearborn and River Rouge. Neither are technically Detroit but more of a zip code designation with a different city government and minor differences in local ordinances. You don’t notice any changes traveling from one town to the next and most people just call them part of Detroit.
To me, a different place is a place where I get on the freeway and travel through rural areas to get to. Even that is shaky. I grew up in a place known as Hanover Horton which is 2 towns separated by about 5 miles of rural land but share a common school district and are both in Hanover township. I grew up in Hanover but people in Horton were locals.
