The citizens of Gaza elected Hamas as their leaders. Steps to insulate them from the folly of that decision will only lead to continued fighting. This is a bad move.

This is an outrage. Hamas itself caused the hunger, death, and homelessness of the people of Gaza by attacking Israel with hundreds of rockets, which Israel had no choice but to retaliate against in order to defend itself.
And Hamas also refused to take part in an Egyptian-brokered cease-fire last week which would have ended the hostilities. In fact, Hamas could end the hostilities immediately if it agreed to lay down its arms.
Instead, our government is helping Hamas continue the deaths, hunger, and homelessness of its own people by contributing $47 million to its Orwellian-named humanitarian fund.
If Obama did not completely support Hamas’s efforts to destroy Israel, he would have made America’s contribution contingent on Hamas’s agreeing to a cease-fire. But he hasn’t. He’s all in for Hamas.
And Obama won’t even send a few defensive weapons to the Ukrainians suffering under Putin’s Russian separatists.
What makes all this particularly beyond-the-pale, is that when our blatantly pro-Hamas president travels to his big fundraisers in New York City and Hollywood, most of the $37,000-a-plate contributors flooding his campaign coffers are Jewish Americans. The horror!
I guess Hamas (and PLO, Islamic Jihad etc) are what you would call “crony-terrorists”. Living on money from Western taxpayers.

How come you never hear about the Saudis and all their money aiding their Palestinian “Brothers”?

As a side note concerning the constitutionality of federal foreign aid, you might find the following excerpt from the writings of Justice Joseph Story to be interesting. Justice Story had clarified that Congress cannot use the Constitution's Clause 1 of Section 8 of Article I, the "Spending Clause," as an excuse to justify foreign aid.
“If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles [emphases added].” — Justice Joseph Story, Commentaries on the Constitution 2 (1833) .
