Obama Has Touted Al Qaedas Demise 32 Times since Benghazi Attack
(CNSNews.com) President Barack Obama has described al Qaeda as having been decimated, on the path to defeat or some other variation at least 32 times since the attack on the U.S. consulate in Benghazi, Libya, according to White House transcripts.
This comes despite Libyan President Mohamed Yousef El-Magarief, members of Congress, an administration spokesperson, and several press reports suggesting that al Qaeda played a role in the attack.
Recently, on Nov. 1 in Green Bay, Wis., Obama said, Thanks to sacrifice and service of our brave men and women in uniform, the war in Iraq is over, the war in Afghanistan is winding down, al Qaeda has been decimated, Osama bin Laden is dead.

O: My fellow Americans. This Iraqi thing — ISIS or whatever — is eating into my valuable time to handle important issues, like getting the Washington [*bleeped*] to change their name. And while they are at it, the NFL needs to come up with some other identification for their game because ‘football’ is ‘soccer’. That stuff the NFL plays is not ‘football’. Thank you.

It’s a neurolinguistic programming method that creates a gap where the listeners fill in what they anticipate the speaker will say, based on their own biases and personal interests. Everybody comes away thinking POTUS agrees with them.
It’s also a bad habit that pseudo-intellectuals use to sound more intelligent, as if they’re pausing to “gather their thoughts”. Jeff Goldblum does it a lot whenever he plays a scientist or intellectual. But you’ll never catch somebody like Chris Christie doing it, whether you like him or not, in public speaking his comments are always well-organized and he never has to pause for reflection.
Personally I also suspect the “uhhh” is used intentionally as a soothing tone like “ommm” which is meant to have a hypnotic effect on listeners.
