This is the Democrats playing trickery.
They did it with Sen. McCain - making him a ‘natural born citizen’ though he wasn’t born in the USA. The method used was in violation of the U.S.Constitution’s stated requirement on altering the document.
I predict there will be NO ratification by two-thirds majority of the States; they will ram it down everyone’e throats, in a clear call to civil disobedience.
The Constitution's Article V indicates that amendments to the Constitution actually have to be ratified by 3/4 of the states.
After watching the video, Harvard Law School-indocrinated Cruz was reasonably giving the wrong impression that the Senate can amend the Constitution. So I'm more dissapointed with Cruz then I already was. And of course the constitutionally ignorant "conservative" crowd that he seemed to be addressing was seemingly swallowing every word that he said.

It’s a long shot but it is dangerous because it seems to focus on campaign funds. But where is free speech more important than in the political arena? So Ted Cruz is spot on as usual to call it what it is, a repeal or neutering of the First Amendment.

There is a detailed process in order to amend the constitution. It will not pass the states.

I had the same question. Our Constitution was written in such a way as to make sure that neither the Senate or the House had sole power of the law.

It has to be ratified by the states and pass the House before even that.
